I am directed to request you will be good enough to inform me confidentially whether you are aware of any German "Chinese Passenger Regulations" being in force at Swatow, and whether you can furnish me with a copy.
His Excellency the Governor would also be glad to know whether such regulations, if they exist, are enforced strictly or otherwise, and to be furnished in confidence with your general opinion on their sufficiency as compared with the corresponding British Regulations.
